Clewin Harcourt (1870-1965) was born and educated in Melbourne and was regarded as a leading portrait painter. He moved to London and exhibited at the Royal Academy in 1911. He also exhibited in the Paris Salon and the Walker Art Gallery before returning to Australia in 1913. The location for the painting is probably Chelsea in London, given the 1912 date.
