Pegram studied at the Westminster School of Art and then in Paris. His work was exhibited at the Royal Academy, Royal Institute of Painters in Watercolours and the Royal Society of Portrait painters. The Fine Art Society in New Bond Street, London, held a commemorative exhibition of his work in 1938. He was a painter, illustrator and engraver and in the 1920s he painted the originals used for posters for Kodak, London Transport, Selfridges and others.
